The Strategic Assessment

The Crime and Disorder Act 1998, as amended by the Police Reform Act 2002 and the Police and Justice Act 2006, places legal responsibility on Crime and Disorder Reduction Partnerships (CDRP) to produce a plan, setting out how the partnerships intend to work together to reduce crime, disorder and misuse of drugs in its local area.

In order to understand the nature of crime, disorder and drug misuse in their area the Havering Community Safety Partnership first had to carry out a strategic assessment (SA).

The Strategic Assessment analysed:

  • the level and patterns of crime, disorder and substance misuse
  • changes in the levels and patterns of crime, disorder and substance misuse since the last assessment
  • public perception
  • why these changes have occurred

The SA is an essential tool in understanding crime, disorder, drug misuse and its causes in the borough.
